States applying for authority to implement a program to control carbon sequestration injected underground must demonstrate their regulations are at least as stringent as the Environmental Protection Agency's rules, according to a manual for state directors. They also must show they can put in force the state's compliance evaluation program and show they have statewide jurisdiction over underground injection control (UIC) projects, according to the EPA's "Geologic Sequestration of Carbon Dioxide: Underground Injection Control (UIC) Program Class VI Primacy Manual for State Directors," posted April 30 on the EPA's website.
