Ford Motor Co. will pay California $2.96 million for selling about 16,500 automobiles with noncompliant onboard diagnostic systems, the computer-based equipment that monitors the performance of critical engine and emission control systems, state officials said. The April 30 administrative settlement resolves an enforcement action that grew out of the California Air Resources Board's routine testing of vehicles.
