The Washington Department of Ecology and the city of Hoquiam,. Wash., began receiving comments April 10 to determine the scoping of environmental impact statements for two independent proposals to expand bulk-storage terminals. The expansion would enable the terminals to receive crude oil by rail and ship it to West Coast refineries by sea. The proposals by Westway Group LLC and Imperium Renewables Inc. face opposition from environmental groups and the Quinault Indian Nation, whose treaty-guaranteed fishing grounds will be traversed by both rail and shipping routes. Westway proposes building five new 200,000 barrel storage tanks, according to an Ecology Department website. Maximum annual throughput would be 17.8 million barrels.
