RGGI Caps Carbon at 82.8 Million Tons, Accounts for Years of Banked Allowances

The Regional Greenhouse Gas Initiative announced an adjustment to its regional carbon dioxide emissions cap March 17 to account for the allowances that have been banked over the past several years. Under the adjustment, the regional cap for 2014 will be lowered from 91 million tons of carbon dioxide to 82.8 million tons. The cap will be lowered by about 22 million tons per year between 2015 and 2020 to account for the banked allowances.
