The White House nominated a former federal prosecutor to head the Federal Energy Regulatory. Commission, breaking with the longstanding tradition of choosing a state utility regulator or energy attorney. Norman C. Bay, currently director of the FERC Office of Enforcement, is President Barack Obama's choice to be FERC chairman, the White House said Jan. 30 in a statement. Bay has been market enforcement director since coming to the commission in 2009. He has led an aggressive enforcement program taking on the trading operations of the largest Wall Street banks. Before joining the commission, Bay was a law professor at the University of New Mexico from 2002 to 2009. He was a Justice Department lawyer from 1989 to 2001 and an assistant U.S. attorney in the District of Columbia and New Mexico from 1989 to 2000.
