Energy efficiency improvements at existing coal-fired power plants across the U.S. could be encouraged by using a federal efficiency standard that becomes more stringent over time, according to a Congressional Research Service report. Such a federal standard could be combined with other legislative approaches, such as using federal tax incentives, to promote efficiency upgrades at plants, the report said.
