Failed Amendments to Highway Bill May Return as Riders on Omnibus

Some of the environmental policy amendments rejected during the House debate on a transportation bill may reappear as riders attached to the upcoming omnibus federal spending bill, according to several congressional staffers and members. The debate over the transportation bill (H.R. 22) could provide some insight into the negotiations over the omnibus bill currently taking place behind closed doors on Capitol Hill. Which riders will be attached to the bill-or even whether there will be riders-is very much in play.
