"Unprecedented" bonus payments of $9,000 within three months of an Environmental Pro- tection Agency's employee hiring raises broader questions about the reasonableness and justification for those cash incentives, the agency's inspector general said Nov. 30. At issue are two bonuses-$4,500 each-paid by the Office of the Chief Financial Officer to the director of Research Triangle Park's Finance Center in North Carolina. That $9,000 sum is approximately 25 percent of the employee's salary during the three-month period in which they were given and extremely unusual, according to an inspector general report (No. 16-P-0048).
