Delegates at Paris Climate Summit See Early Progress on 'Loss and Damage' Issue

The issue of "loss and damage," an initiative that would act as a kind of insurance policy for climate-related damage in developing countries, emerged Dec. 2 as an area of potential early consensus at the United Nations climate talks in Paris. Delegates are attempting to complete language this week on a rough draft of the hoped-for global agreement. That would give high-level negotiators from nearly 200 countries all of next week to finalize a pact before Dec. 11, when the summit is scheduled to end. Loss and damage is a key issue for developing countries and delegates told Bloomberg BNA that progress in this area would help make sure those countries will be on board during the second week of talks.
