Water, Species Laws Need Revamp to Handle Modern Challenges, Former Utility Head Says

The Clean Water Act, Safe Drinking Water Act and Endangered Species Act need to be overhauled to deal with 21st century challenges arising from changes in climate and increases in population, the former head of Las Vegas's water utility said. "All those acts did what they were set out to do. Now, they aren't resilient enough to address the onset of issues that a changing climate will bring," said Pat Mul-roy, now a senior fellow with the Brookings Institution Metropolitan Policy Program and also serves as a senior fellow on climate adaptation and environmental policy with the University of Nevada-Las Vegas Brookings Mountain West program. She formerly headed the Southern Nevada Water Authority.
