A section of the Senate bill appropriating funding to the Environmental Protection Agency and other agencies would prohibit sewage dumping into the Great Lakes, including that from combined sewer overflow systems, which would have "catastrophic costs" and result in "negligible water quality improvement," the National Association of Clean Water Agencies said. The impacts of combined sewer systems, which can discharge excess wastewater including sewage or industrial waste directly into water bodies during periods of heavy rain, are controlled under the EPA's Combined Sewer Overflow Control Policy, which was promulgated in 1994 and codified by Congress in 2000 (32 ER 35, 1/5/01).
