Lawmakers Mull Ways to Reduce Litigation Over Timber Sales, Other U.S. Forest Work

A congressional hearing on the impact of litigation on federal forest management kept circling back to the National Environmental Policy Act, the law used most often in efforts to block timber harvests. Lawsuits directly target only some forest projects, but they affect all projects going forward because of the very high bar they set on analysis done to protect against litigation, several witnesses said at a hearing of the House Natural Resources Subcommittee on Federal Lands.
