Carbon Black Maker to Spend $100 Million On Upgrades, Penalties Under Air Settlement

A Texas-based carbon black manufacturer agreed to spend an estimated $98 million on air pollution control projects and pay civil penalties under a settlement with federal and state regulators filed March 23 (United States v.
