Climate change falls "outside the scope" of the National Environmental Policy Act and shouldn't be a factor when federal agencies evaluate projects, six Senate Republicans told the White House. "We are deeply disappointed" that the administration is continuing down a path that is "both illegitimate and irresponsible," the senators said in March 25 comments on draft guidance that advises federal agencies on when and how to consider climate change impacts in projects undergoing National Environmental Policy Act review.
