The Environmental Protection Agency needs to slow down and "let the cities take a breather" from new and costly water mandates, a senior adviser to the nation's mayors said Sept. 26. Cities are financially distressed from meeting costly mandates under the Clean Water Act and Safe Drinking Water Act, Rich Anderson, who advises the Mayors Water Council, said at a congressional briefing on the role of public-private partnerships in financing water infrastructure.
