OSMRE Opens Call for Public Comment On Petition to Close Self-Bonding Loopholes

Responding to a wave of coal mining bankruptcies, the Office of Surface Mining Reclamation and Enforcement is seeking public input on an environmental group's rulemaking petition, according to a notice scheduled for publication in the May 20 Federal Register. Potential changes could include new minimum requirements to govern self-bonding, defining when and which companies would be eligible to self-bond, OSMRE Director Joe Pizarchik told reporters during a May 18 conference call.
