Rohan Patel, special assistant to the president, told participants at a Sierra Club symposium on the impact of climate change on the African American community that communities should seize "organizing opportunities" such as the Environmental Protection Agency's voluntarily Clean Energy Incentive Program, which rewards states for early investment in wind and solar power generation and demand-side energy efficiency measures in low-income communities as part of the Clean Power Plan compliance strategies, even though the rule has been halted.
