The rush of countries moving to swiftly sign and adopt the 2015 Paris climate pact may open the door to quicker-than-expected adoption of international rules to implement it in late 2017, observers said April 12. President Barack Obama and China President Xi Jin-ping jointly vowed in March that both countries will sign the accord at an April 22 United Nations ceremony-and implement it domestically in 2016-a pledge that is already spurring other nations to follow suit, climate experts with the World Resources Institute think tank said (47 ER 972, 4/1/16).
