The EPA has finalized fast-tracked guidance clarifying Clean Water Act permitting requirements forindirect pollution, the agency announced Tuesday.In just over a month’s time, the Environmental Protection Agency proposed and finalized theguidance, drawing swift criticism from both industry and environmental lawyers. The guidance,which was issued in draft form on Dec. 8, is scheduled to be published in Wednesday’s FederalRegister.
