With Democrats taking control of the Senate and the House, the Congressional Review Act (CRA)has emerged as an important weapon that the Biden administration and Democratic allies onCapitol Hill could use to quickly undo rules recently issued by the Environmental Protection Agencyand other agencies. Its use, however, is no panacea and may, in fact, complicate the Bidenadministration’s efforts to pursue its own ambitious regulatory and legislative agendas.
