The U.S. Forest Service urged the Ninth Circuit to overturn a lower court's order blocking a copper mine in Arizona, saying the agency isn't required to investigate the validity of a company's mining claims before approving a mining plan on federal land.Environmental and tribal groups argue the agency should have reviewed Rosemont Copper Co.'s mining claims for the project in Arizona's Coronado National Forest.
