The U.S. Environmental Protection Agency violated the Clean Water Act when it approved a permit for large animalfeeding operations in Idaho, environmental groups say in a petition for review filed in the Ninth Circuit Thursday.The reissued National Pollutant Discharge Elimination System permit authorizes the discharge of wastewater fromconcentrated animal feeding operations in Idaho, excluding facilities in Indian Country. The permit goes into effectJune 15, and it will transfer to the state in July as part of the phased implementation of Idaho’s administration of theNPDES program.
