Railroads hauling oil through Oregon would have to develop government-approved spill plans and show the ability to pay for cleanupof a worst-case spill under a bill being considered by Gov. Kate Brown (D).HB 2209, passed by the Senate June 29 with overwhelming bipartisan support, would require that railroads operating “high-hazardtrains” with at least 20 tanker cars of oil develop spill-response plans if they run along water bodies. The state Department ofEnvironmental Quality would have to approve those plans.
