Eight months after a statutory deadline, the Department of Energy's accounting of how it manages budgets and contracts for what it calls "one of the largest, most diverse, and technically complex environ-mental programs in the world" remains incomplete, the Government Accountability Office said in a June 2 report. The Energy Department's Office of Environmental Management oversees cleanup of the legacy of the Cold War and nuclear arms race, which is primarily nuclear waste located at more than 80 "primarily government owned, contractor-operated sites," according to GAO. The National Defense Authorization Act for fiscal year 2008 required the Energy Department to report to Congress and the U.S. comptroller general by Sept. 30, 2008, on how it had accelerated cleanup of sites and reduced risks to health and the environment, according to GAO.
