Environmental Protection Agency did not act arbitrarily or capriciously in approving Arizona Clean Air Act state implementation plan revisions to achieve five percent reduction of PM-10 particulate matter emissions for serious nonattainment area without requiring updated analysis of best available control measures or most stringent measures in Arizona's five percent plan, because: (1) act does not require updates of BACM or MSM with five percent plans, and (2) EPA reasonably interpreted act to only require updates when measures are revised and five percent plan did not revise any applicable measures.
