Individual has standing to bring Clean Water Act citizen suit claims alleging that public utility district discharged dichloro- bromomethane and copper in violation of its national pollutant discharge elimination system permits, because: (1) individual demonstrated she has suffered aesthetic and recreational injury in fact that is fairly traceable to district's discharges and that is judicially redressable, (2) individual's declaration attesting facts to establish standing is admissible evidence, and (3) individual does not have to prove environmental harm to establish standing.
