Environmental Protection Agency was not required under Freedom of Information Act to disclose confidential business data collected under Section 308 of Clean Water Act in preparation for promulgating new effluent limits, because: (1) FOIA exemption 4 authorizes agencies not to disclose confidential business information; (2) under Section 12 of Administrative Procedure Act only later enacted statutes that expressly modify disclosure requirements under FOIA impose different disclosure requirements; and (3) even though later enacted Section 308(b)(2) requires data obtained under Section 308 to be available to public unless it constitutes trade secrets, Section 308 does not expressly displace FOIA exemptions or establish clearly different procedures that evince intent to displace FOIA exemptions.
