Just-filed petitions urging EPA to regulate greenhouse gas (GHG) emissions from ships could prompt new litigation over the agency's authority to regulate foreign vessels, a new front in the battle to regulate GHG emissions.rnCalifornia Attorney General Jerry Brown (D) and several environmental groups filed on Oct. 3 separate petitions arguing EPA can legally regulate GHG emissions from domestic and foreign ships at U.S. ports. But the petitioners are already preparing for a possible lawsuit because they anticipate the agency may reject their request on the grounds that international vessels are outside EPA's regulatory authority.
