A new National Academy of Sciences (NAS) report requested by EPA's research office strongly criticizes the Office of Management and Budget's (OMB) controversial program for measuring the performance of agency programs, saying the White House's controversial Program Assessment Rating Tool (PART)-which is used for making budget decisions- imposes inappropriate metrics for environmental research programs and performance requirements not demanded of any other agencies.
