Epa Risk Study Signals Renewed Bid To Address Wipes And Towels

EPA is renewing a bid to move along its proposal to modify waste management requirements for solvent-contaminated industrial wipes and towels, recently sending to the White House Office of Management & Budget (OMB) a revised risk assessment to support its proposal. Consistent with industry sources' expectations, EPA Nov. 28 sent for OMB review a draft notice of data availability (NODA) that contains the revised risk assessment. The agency withdrew the NODA from review earlier last month after it was unable to make OMB-requested revisions quick enough to make the rule even a long-shot candidate for finalization during the Bush administration's final months, one industry source previously said. Nevertheless, EPA continued to work on revisions to the assessment, and now the agency has resubmitted the NODA to the White House, according to OMB's Web site. The NODA is scheduled for release some time this month, according to the Web site. However, the release date for the final wipes and towels rule remains "To Be Determined," and the industry source said previously it was unlikely that EPA would be able to finalize the rule before President Bush leaves office.
