Markey Bill Grants Epa Broad Powers In Climate Cap-and-trade Plan

Rep.Edward Markey (D-MA),chairman of the House Select Committee on Energy Independence & Global Warming,has unveiled his long-awaited climate change legislation that amends the Clean Air Act,granting EPA the authority to establish a greenhouse gas cap-and-trade program aimed at reducing emissions 85 percent by 2050. "This bill works by capping pollution,putting a price on carbon,making polluters pay,and investing 100 percent of the revenue generated from the auctioning of pollution permits back into the economy and to consumers," Markey said at a May 28 event hosted by the Center for American Progress,a Washington think tank with ties to Democratic congressional leaders.
