EPA is actively reviewing existing Clean Air Act authorities for regulating black carbon and other short-lived "climate forcers," which cause climate impacts but only remain in the atmosphere for days or weeks. The review comes among growing calls for the agency to take a more comprehensive approach to cutting the pollutant - which mainly comes from the burning of biomass and diesel fuel - including legislative proposals requiring the agency to further study black carbon controls and specific calls for EPA to mandate diesel retrofits for every engine changeout.
