A little-noticed provision in the House climate bill would mandate EPA to issue new source performance standards (NSPS) to cut greenhouse gases (GHGs) for some smaller sources the agency does not want to regulate, prompting industry fears that the rules would vastly shrink the pool of projects available for offsets under the bill.rnThe provision, included in the climate cap-and-trade bill approved by the House Energy & Commerce Committee and introduced by Reps. Henry Waxman (D-CA) and Edward Markey (D-MA), says EPA "shall" issue NSPS to reduce GHG emissions from certain sources that emit between 10,000 and 25,000 tons per year (tpy).
