SENATE PANEL APPROVES SRF BILL REVISING GRANT DISTRIBUTION FORMULA

The Senate environment committee May 14 overwhelmingly approved legislation boosting funding levels for EPA's clean water and drinking water state revolving loan funds (SRF) and revising, for the first time since 1987, the formula the agency uses to distribute funds to the states.rnThe bill, S. 1005, passed the panel 17-2 despite passage of an amendment from committee Democrats that subjects SRF-funded projects to Davis-Bacon prevailing wage requirements, a measure opposed by several Republicans. Sen. Mike Crapo (R-ID), ranking Republican on the water quality subcommittee, says disagreement over the funding formula and prevailing wage requirements have largely held the reauthorization back for more than a decade. "One way or another those two issues have stalled the bill," Crapo said after the hearing.
