Senate Environment & Public Works Chairwoman Barbara Boxer (D-CA) is raising the possibility that the Senate could first deal with climate legislation in conference with the House on energy legislation, rather than moving a climate bill through her committee.rnBoxer told reporters April 1 that because the House is likely to move its energy and climate measures in the same bill, the Senate could pass a stand-alone energy bill - which the energy committee has already begun to consider - and address the House climate provisions in conference as the two chambers work to resolve the differences between their energy bills.rn"We may just have a situation where the bill comes over from the House and goes directly onto the calendar and shows up in a conference, simply because they are combining their global warming bill, at this point as far as we know, with the energy package. So when we go back to do energy, we could have a debate on the global warming bill when we come back from conference or during the energy debate," Boxer said.
