EPA is preparing to issue revisions to a Resource Conservation & Recovery Act (RCRA) rule regarding the transboundary movement of hazardous waste belonging to the Organization for Economic Cooperation and Development (OECD) member countries and the transboundary movement of spent lead-acid batteries (SLAB). OECD amended its waste movement framework in 2001 to create a more streamlined, uniform system for exports and imports, and EPA wants to harmonize its regulations with the OECD changes. Additionally, the agency is seeking to require appropriate notice and consent for the transboundary movement of SLAB intended for export/reclamation.
