A group of conservative state lawmakers will consider developing model legislation for states to adopt that would push back on what they see as onerous climate, water and other EPA rules while increasing the use of cost-benefit analysis in state environmental laws, seeing support for the efforts following the GOP's election gains. The American Legislative Exchange Council (ALEC), a group that promotes free-market proposals at the state level, will consider crafting the model laws at its upcoming Dec. 1-3 policy summit in Washington, DC, according to an ALEC source. In one sign of the group's strong resistance to EPA rules, ALEC is slated to hold a conference session Dec. 2 titled "EPA's Regulatory Assault: Higher Prices, Fewer Jobs, and Less Energy."
