The Small Business Administration's (SBA) Office of Advocacy is petitioning EPA to soften the strict stormwater discharge limits EPA set in its controversial effluent limitations guideline (ELG) for the construction and development sector, arguing the limits are too low, based on faulty data and would cost more than 10 times as much as EPA estimates.rnThe office filed an April 20 petition asking EPA to promulgate a new proposed rule, rather than simply revising the rule's strict numeric turbidity standard - a measure of water clarity - that the agency included in its final rule issued last December.
