Months after a federal appellate court narrowed EPA's water permit rules for concentrated animal feeding opera tions (CAFOs), EPA is pushing its regions to force states to adopt the scaled-back rules — though an agency analysis shows that almost 20 states have not yet adopted the rules and many do not appear to have timely plans to do so. "States that have not updated their programs must do so immediately," EPA wastewater chief Jim Hanlon says in a Dec. 8 memo to regional officials. "It is incumbent upon EPA Regions to hold states accountable for updating their programs in order to ensure a level playing field nationwide." Relevant documents are available on InsideEPA.com.
