Environmentalists are stepping up pressure on EPA to broaden its approach for "aggregating" air toxics and other conventional emissions from oil and gas facilities when determining whether they are "major sources" subject to strict permit requirements in the agency's soon-to-be-released package of air quality regulations for the sector. Activists say they are hopeful that EPA will address the issue in some way, noting that agency officials are grappling with how to overcome language in the 2005 energy law that exempted some gas drilling facilities - namely production wells and compressors - from air toxics regulations.
