EPA has unveiled a proposed air toxics rule for poly vinyl chloride (PVC) plants, a rule that states have previously said could help end a Clean Air Act "hammer" mandate to issue case-by-case air toxics rules for the facilities in the absence of a federal emissions standard. But EPA has issued the proposal even though numeric risk estimates for several key chemicals - including vinyl chloride, formaldehyde and dioxin - are uncertain, potentially making it difficult for EPA to set final regulatory limits. EPA signed the proposal on April 15, one day after the White House Office of Management & Budget (OMB) completed its review.
