Industry groups are opposing EPA's plan to issue refinery and utility greenhouse gas (GHG) rules next year by warning that the rules require a lengthy data collection effort, saying the rules are at least as complex as a pending boiler air toxics rule that EPA recently sought another year to develop in part to continue to collect data. The argument is just the latest of a number of reasons industry is citing to seek postponement of the climate rules. For example, industry has also argued that EPA needs to first issue findings that GHGs from the two sectors endanger human health before it can craft climate rules. Some critics of the pending climate rules also say EPA needs to issue an advance notice of proposed rulemaking, not a more developed proposal (see related story).
