A North American environmental body is calling on EPA to create a manifest system to track exports of used lead acid batteries (ULABs), a change some in the battery recycling industry have been pushing and are continuing to urge EPA to make, according to a source that represents a segment of the battery recycling industry. The recommendation is part of a Nov. 30 draft report by the Commission on Environmental Cooperation (CEC), which also calls on the U.S. Government to work with Mexico and Canada to stop rising ULAB exports to Mexico. The CEC, which was created as part of the side accords of the North American Free Trade Agreement (NAFTA), calls the rising exports an economic and public health problem.
