EPA has submitted its final rule regulating stormwater discharges from logging roads for White House review, despite calls from industry for the agency to stall development of the regulation until the Supreme Court completes its upcoming review of a lower court ruling requiring Clean Water Act (CWA) permits for the roads. The rule was received at the Office of Management & Budget (OMB) for final review Nov. 8, according to OMB's website.
