The Massachusetts National Guard has reached agreement with EPA under a consent decree to pay a cash penalty and perform a supplemental environmental project in response to allegations it violated safeguards EPA requires the Guard to undertake in order to conduct live-fire training at the Massachusetts Military Reservation (MMR) on Cape Cod. EPA Region I Aug. 30 issued the consent decree and final order with the Guard to resolve the alleged violations of operation and maintenance requirements under EPA agreements related to three training ranges at MMR's Camp Edwards, demonstrating the agency's continuing strong enforcement at the site following precedent-setting Safe Drinking Water Act (SDWA) orders issued in 1997 and 2000 that barred the Guard from using live ammunition at the base in order to protect the Cape's sole source aquifer.
