The White House is taking a hard look at EPA's plans to develop rules under the Toxic Substances Control Act (TSCA) for mandating reporting of hydraulic fracturing chemicals, with a key adviser suggesting that the rulemaking could adopt the voluntary industry database already used in several states to avoid overburdening industry. Heather Zichal, President Obama's energy and climate adviser, told the Natural Gas Roundtable June 21 that the administration sees FracFocus, the voluntary reporting website that marks a joint effort between industry and states to facilitate disclosure of fracking chemicals, as an "important tool" in the context of the planned TSCA policy.
