The Clean Energy Group, a coalition of largely nuclear- and natural gas-utilities, has presented White House and EPA officials with a refined proposal to increase flexibility in the agency's pending cooling water intake rule for identifying the best technology available (BTA) to reduce the number of trapped fish in intake structures. Several representatives of the group met with officials from the White House Office of Management & Budget (OMB) and EPA Feb. 8 to discuss a new "decision tree" for identifying which technologies a utility would have to install to comply with EPA's standard for preventing fish impingement, which pertains to the number of adult fish and other aquatic life that are trapped or killed by intake structures.
