Senate environment committee Chairman Barbara Boxer (D-CA) is planning a panel hearing on President Obama's Climate Action Plan including EPA Administrator Gina McCarthy as a key witness, one of several hearings that Republicans have long been seeking and which the chairman plans to reschedule, a Democratic aide says, because initial plans were delayed due to GOP obstruction and the government shutdown. "There's been a lot of disruption in the committee's ability to do business, and it stems from their side," the aide says of the Republicans. "We're getting right back on track as fast as we can," the source adds.
