EPA, CEQ Eye Voluntary Stormwater Controls As Regulations Falter

The Obama administration is pushing an array of new funding options to encourage municipalities to voluntarily use "green infrastructure" techniques to limit stormwater runoff just as EPA's push to use permits and regulation to require the techniques in some areas appears uncertain due to permit challenges and the delay of a landmark rule. "There is a clear need for a national water policy.... But it's going to be very difficult in this environment to contemplate a national water policy," Jay Jensen, associate director for land and water ecosystems for the White House Council on Environmental Quality (CEQ), said during a panel discussion at the American Water Summit in Herndon, VA, Nov. 5.
