Environmentalists are celebrating the defeat of a draft House bill to reform the Toxic Substances Control Act (TSCA), saying it is "dead" and crediting the public health concerns cited by its opponents about the draft provisions, but other sources say negotiations are continuing in the Senate over a companion bill. Rep. John Shimkus (R-IL), chair of the House Energy & Commerce Committee's environment panel, had floated the draft bill, informally known as the Chemicals in Commerce Act, earlier this year, but after committee Democrats circulated a redlined version seen as widening the gap between the two parties, chances of moving the bill this Congress all but vanished, sources say.
